Programme Finance Officer

The organization seeks to recruit a dynamic and self-motivated individual for the position of Programme Finance Officer. The ideal candidate will be based in Kampala and should have worked in a similar position for at least three years.
The Programme Finance Officer will be responsible for ensuring that finances are utilized in accordance with laid-down financial policies and procedures, ensuring timely budget preparations, monitoring its performance, and acting as the technical leader on all budget-related issues.
Job Summary: The Programme Finance Officer is to ensure proper utilization, accountability, reconciliation, and reporting of funds in accordance with laid-down finance policies and procedures, donor guidelines, national laws, and best practices.

ROLES AND RESPONSIBILITIES
Cash Management and Revenue
- Management of the organisation’s petty cash in line with the established procedures
- Daily and monthly petty cash reconciliations for approval by the Finance Manager.
- Monitor the organizational revenue and advise management whenever funds are received
- Bank all the amounts received in cash intact and immediately
- Ensure monthly and timely reconciliation of all revenue and cash accounts
- Follow up with the banks to ensure that all issues outstanding are resolved within a month's timeframe.
Accounting
- Prepare payments in accordance with SAO U policies, Donor requirements, and best practices.
- Capture all payment and receipt vouchers in the system accurately as soon as the transaction happens.
- Check all payments and receipts before capturing to ensure that all supporting documents are authorized, approved, and in line with IFRS, best practice, and the organizational policies and procedures.
- Ensure proper internal control measures are followed to prevent any occurrence of Fraud.
- Receive accountabilities and verify them to ensure genuinity timeliness and accuracy and that they are line with the SAO U policies and Donor’s requirements.
- Track individual advances and send monthly reminders for submission of accountabilities where necessary as per SAO U guidelines.
- Monthly reconciliation of all accounts under your control (Revenue, petty Cash, accounts receivable, and Accounts payable).
- Prepare monthly cashflow projections in line with program workplans and donor budgets in consultation with program personnel.
- Fundraising and Resource Mobilisation.
- Actively engage in resource mobilization.
Administration
- Prepare monthly budget vs actual reports to show the performance of various projects and thematic areas.
- Provide support to budget holders as a way of building their capacity
- Ensure effective management of the organizational assets by undertaking annual stock counts at least once a year and ensuring that there are effective controls in place to manage all assets.
- A member of the assets disposal committee of the organization
- In charge of ensuring that all the organizational stock and inventory are well accounted for and captured in the system.
- Ensure that all the statutory remittances and reports are submitted in accordance with the guidelines and that there are no penalties arising from late or non-remittances.
- Ensure that there are effective controls around the organizational fuel advances.
Financial reporting
- Prepare monthly, quarterly, and annual organizational, donor, and ad hoc reports for submission by the 5th day of the following month.
- Request for donor funds and disbursements upon submission of reconciliations
- Acknowledgment of receipt of funds from donors and partners. Receive the funds in the system and prepare monthly reports of amounts received compared to what was expected.
- Ensure accurate and timely capturing of donor funding in the system and in accordance with the respective donor requirements.
Audit process
- Provide the internal and external auditors with the required information from areas of responsibility during the quarterly and annual audits.
- Update the audit file at least a month into the audit period for review by your supervisors
- Follow up with all audit issues in finance to ensure that they are successfully concluded without any audit queries in the management letter.
- Provide input for the development and updating of financial, assets, records management, and all policies, procedures, and standards necessary to enhance the organizational control environment.
- Keep abreast of new financial and tax laws in accordance with legal requirements and the best financial practices, and ensure that all staff are well informed in their use.
- Spearhead the quarterly inventory and annual asset counts in preparation for the annual audit.
Qualifications
- The candidate should hold a minimum of a bachelor's degree in business administration, Accounting, Finance, Business Management, or Economics, and any other related field in finance.
- A minimum of 3 years dealing with accounts
- They should also have either an ACCA or a CPA qualification as an additional minimum qualification.
- Knowledge of the QuickBooks online system.

The ideal candidate should have worked at least as a middle Manager or Programme Coordinator for not less than four years. He/she should be familiar with Community Empowerment, Child Protection, Livelihood, the Self Help Group (SHG) Approach, disability inclusion, community development, education, women`s empowerment, environmental management, and other related technical sectors.
Position Summary
The Programme Area Coordinator will provide oversight and guidance to project teams to ensure timely planning, implementation, reporting, and learning in line with SAO Uganda’s standards and donor requirements. The role will be based in Napak District with frequent travel to Abim and other project areas in the region. The position reports directly to the Programmes Manager.

Key Roles and Responsibilities:
Programme Implementation and Coordination
- Coordinate the planning, implementation, and monitoring of programme activities within the assigned area in line with SAO-U’s strategic objectives.
- Ensure timely execution of project work plans and budgets in compliance with organizational and donor guidelines.
- Facilitate integration of programme interventions to achieve holistic community development outcomes.
Programme Quality and Reporting
- Ensure quality delivery of programme activities through adherence to established standards, policies, and procedures.
- Consolidate and submit periodic programme reports, success stories, and lessons learned for management review.
- Participate in programme reviews, evaluations, and learning sessions to enhance programme performance.
Community and Stakeholder Engagement
- Build and maintain effective partnerships with District Local Governments, community structures, partner organizations, and other stakeholders.
- Represent SAO-U in relevant coordination meetings and forums at the district and community level.
- Promote community ownership and participation in programme activities.
Resource Management and Accountability
- Ensure effective utilization and accountability of programme resources in line with SAO-U financial and operational policies.
- Support the Programmes Manager in identifying and mobilizing local resources and partnerships that enhance programme sustainability.
Team Leadership and Supervision
- Provide direct supervision, mentorship, and performance management to field-based staff and volunteers.
- Foster a positive work environment that promotes teamwork, learning, and high performance.
Strategic Contribution
- Provide field-level insights and feedback to inform programme design, planning, and strategic decision-making.
- Support the Programmes Manager in the implementation of organizational strategies and initiatives at the area level.
Qualifications
Education:A Bachelor’s degree in Social Work, Development studies and Programme Development.
A Postgraduate Diploma in Project Planning and Management or equivalent qualification will be an added advantage.
Experience:
- Four years’ experience in either an international or National NGO in a similar role/with similar responsibilities.
- Demonstrated knowledge of the Project Management Cycle, including planning, implementation, monitoring, evaluation, and learning.
- Proven experience in proposal development, donor relations, and stakeholder management
- Strong understanding of Community Empowerment, Child Protection, Livelihoods, Self Help Group (SHG) Approach, Disability Inclusion, Education, Women’s Empowerment, and Environmental Management.
- Knowledge of the Karamoja context and experience working in similar settings is an added advantage.
- Demonstrated understanding of working with children and youth, and empowerment projects.
- Demonstrated understanding of working with community groups.
- Demonstrated experience in staff supervision and team leadership
- Knowledge of monitoring and evaluation methodologies, including logical models, conceptual frameworks, and assessment/evaluation.
- Demonstrated experience of implementing beneficiary complaint and feedback mechanisms.
- Demonstrated experience of working with people from diverse cultural backgrounds.
- Strong organizational, analytical, and problem-solving abilities.
- Effective, high-quality communication, writing, and interpersonal skills are essential.
- Capacity to work efficiently within a multidisciplinary team.

ROLES AND RESPONSIBILITIES
Finance Manager
- Manage and monitor cash flows and the liquidity position of the organization to ensure SAO U meets its financial obligations in accordance with the Finance Policy and all SAO U financial requirements.
- Lead programme plans and budgets in line with the SAO U planning guidelines.
- Monitor spending against approved budgets
- Oversee all accounting functions, including accounts payable, accounts receivable, and general ledger maintenance.
- Maintenance of an up-to-date Asset register
- Prepare and submit periodic financial reports, schedules, and tables in line with SAO U policies and statutory requirements to the National Director in time for review and submission.
- Coordinate and facilitate the institutional audit and ensure compliance with accounting principles.
- Maintenance of QuickBooks system and implement core and good discipline and practices.
- Supervise, motivate, appraise finance and Accounts officers and build the capacity of Program Finance Officers in line with the Human Resource Policy and Finance Policy.
- Contribute to strategic decisions through the Senior Management Team (SMT) and support to the Board.

- Must have membership in a reputable Professional Accountancy body such as ACCA, CIMA, or CPA.
Experience:
- Five years of similar working experience in accounting and finance, preferably in the NGO sector, with at least two years at the managerial level.

ROLES AND RESPONSIBILITIES
Programme Officer, Connections
1. Facilitate relationships and effective communication between the community and supporters in Australia so that the change realized is effectively communicated.
2. Ensure that child partners are delivered in an effective manner( letters, photographs, etc
3. Timely response to child partner updates.
4. To do info checks for the child partners and their households every quarter.
5. .To conduct quarterly review meetings of child partners to determine the progress of the programme intervention.
6. Deliver accurate feedback and reports on the status of the Child partners and other children in the community
7. Identify and carry out a needs assessment for children living with disability.
8. Facilitate children and Youths’ meaningful participation throughout the project cycle. To achieve the target of 1400 Child Partners active on the project.
9. Monitoring and tracking progress of interventions in the community.
10. Build the capacity of the community teams in the implementation of the child-related interventions to achieve SAO U targeted results.
11. Review project performance progress reports and ensure compliance with the reporting guidelines, and ensure timely submission of reports from Projects to the Programme Coordinator.
12. Participate in relevant partnership committees, meetings, and implement action points developed therein.
Other requirements/competencies:

ROLES AND RESPONSIBILITIES
Programme Officer, Livelihood
- Spearhead and facilitate the formation of Self-Help Groups (SHGs) in partner communities as guided by the SHG Manual.
- Coordinate activities of the SHGs using the Rights Based Approach to enable them to identify and analyze viable activities towards self-reliance.
- Build the capacity of the SHGs, CLAs and Federations.
- Form and maintain relationships with different stakeholders like politicians and technical personnel and making sure that they do understand the objective of the project and why they are supposed to be part of project cycle implementation.
- Provide technical guidance and operational support to stakeholders to enhance performance and quality assurance, share knowledge and build capacity.
- Implement project activities that promote disability and inclusion.
- Participate in the preparation of funding project proposals, budgets and activity work plans and align them with the agenda of SAO Uganda and relevant development partners.
- Responsible for ensuring that the ‘Self Help Group’ (SHG) community development approach is implemented in community projects and institutions according to recommended guidelines.
- Carry out regular visits to all beneficiary sites to assess program performance in line with the budgets, work plans and advise the partners accordingly.
- Support community structures come up with action plans which later give them direction in terms of the operations in achieving their set objective.
- Develop effective follow-up tools, data bank, reporting formats and indicators for use in projects.
- Ensure that participatory baseline surveys, rural appraisals are carried out as basis for Community Development project designs and support project staff to formulate and develop quality proposals in a participatory manner with key stakeholders.
- Spearhead and facilitate the formation of Youth Groups in partner communities.
- Develop management information systems in collaboration with Project staff to include monitoring forms, tracking and reporting mechanisms and the development/maintenance of computerized databases
- Participate in proposal development and fundraising drives within the organisation.
- Participate in relevant partnership committees, meetings and implement action points developed therein.
- Perform other relevant tasks at the request of the Programme Area Coordinator or his/her designate.

- Functional Community groups.

ROLES AND RESPONSIBILITIES
- Build capacity of child protection structures on children’s rights, monitoring, and reporting.
- Build the capacity of children and duty bearers on child rights and participation, among others.
- Network with local government departments in the district and other organizations implementing child rights approach in the community.
- Provide technical guidance on all matters of child protection in the field office.
- Document child protection and participation standards and requirements.
- Provide technical guidance and operational support to implementing structures to enhance performance and quality assurance, share knowledge and build capacity;
- Ensure that child rights activities are planned and implemented in line with the objectives of SAO Uganda and assist in the preparation of guidelines for programme management.
- Participate in the writing of funding project proposals, budgets, and activity plans and align them with the objectives of SAO Uganda and relevant development partners.
- Responsible for ensuring that Children’s Clubs operate according to recommended guidelines.
- Ensure timely, accurate, complete, and consistence correspondences sent to the programme Area Coordinator.
- Participate in the development of follow-up tools, databank, reporting formats and indicators for use in projects.
- Participate in relevant partnership committees, meetings and implement action points developed therein.

- Good knowledge of the child protection mechanism.
